A bill to reinstate the right to an abortion was submitted in the Arkansas legislature

Little Rock, Arkansas – The Arkansas legislature received a bill on Wednesday that would reinstate the state’s abortion rights.

The “Arkansas Human Life Protection Act,” Arkansas Code Title 5, Chapter 61, Subchapter 3, would be repealed by House Bill 1011 and replaced by the “Restore Roe Act.”

The bill demands that access to abortion, as permitted by the Roe v. Wade ruling of the U.S.
Supreme Court in 1973, be restored. In the 2022 Dobbs v. Jackson Women’s Health Organization case, the Supreme Court reversed that ruling.

Following the Dobbs ruling, the Arkansas legislature passed the Arkansas Human Life Protection Act in 2019, which made abortion instantly illegal in the state. Thirteen states, including Arkansas, had “trigger laws” that prohibited abortion in the event that Roe was reversed by the Supreme Court.

Rep. Andrew Collins (D-Little Rock) filed HB 1011. On Wednesday, Collins filed 39 bills, many of which dealt with pregnant and postpartum women’s access to healthcare.

Legislators began filing measures for the 2025 legislative session on Wednesday.
